Wyoming State Hospital Addition and Renovation

General Description of the project: The Wyoming State Hospital campus facility in Evanston, Wyoming consists of a widespread campus of 30+ buildings ranging in age from a decade or less to over a century or more.
At project onset, ST+B assisted the Owner and Design Team with an assessment of the existing building stock including feasibility for adaptive re-use. Ultimately, the initial assessment phase discovered significant operational costs and maintenance inefficiencies associated with the sprawling nature of the campus.
A new construction effort was undertaken to expand and re-adapt the largest building on the campus to house all functions under one roof. In addition to beds/unit mix noted above, the program also provides full dietary services, “downtown” functions such as dental, barber/salon, chapel, art, gymnasium and recreational functions. Multiple indoor courtyards offer outdoor access without the use of fencing. Systems design included anti-ligature fixtures and GRDs where potential client interaction occurs.
Services Provided: ST+B Engineering provided Mechanical, Electrical, Plumbing and Fire Protection engineering design and construction administration oversight. Chamberlin Architects provided Architectural planning and Code oversight services. Martin/Martin provided Structural and Civil Engineering services.
Unique challenges: HVAC Renovations. The project consists of an addition to an existing, operating acute psychiatric care facility. ST+B staff devised new mechanical plant to backfeed existing plant equipment and existing HVAC systems renovations solutions to accommodate ongoing operations adjacent the new construction project. This system was a Siemens Controls System. Upon completion of the new addition, patients transferred to the new facility to vacate existing. The renovation project, once complete, will house campus administrative functions, dietary services, intake, training and support services.
Security Level: Project contains varying levels of Patient Risk classifications (Low, Medium, High, Very High).
Designation drives architectural, structural and MEP systems design including fixture specifications.
Operational Programs and Services Provided: The building houses complete services for comprehensive Psychiatric Hospital serving both Civil and Forensic patients. All functions, with the exception of Facilities Management offices and shops are housed within Building.

Final Construction Cost: $78,000,000
Explanation for Deviation: General Change orders to accommodate phase construction, unforeseen conditions of existing facility.

Design: Fall 2016 thru December 2017. Final design schedule met original schedule
Construction: Original - Spring 2018 thru Fall 2021. Final – Thru Spring 2022. Pandemic delay.
